Not only is $$ coming from overseas siphoned off, but the TMO steals from itself: One evening some years back Eberhard Doberstein was driving back to Noida from TMO headquarters in New Delhi with the cash to pay the printing press employees several weeks' salary. A car forced him off the road and guys in masks brandishing guns forced him to give them the cash. It was an inside job. No one else would have known he was carrying money.
