The scenery looks ray-traced, but the actual figures do resemble "Speed Racer" era and style hand-drawns (was Speed Racer early anime?). 

What is the actual name of the technique? I have a friend who has paid a graphic artist to do a comic book based on his story-line and he's having a real hard time getting the artist to make the comic book frames not resemble Bryce landscapes with Poser figures pasted inside them. If you have a basic 3D setup, these look gaudy as hell for the comic book genre.
