India IS part of the Commonwealth, and for 200 years, dignitaries have been greeted with bagpipes, I suspect. Besides, bagpipes are vedic. Maybe not the Scottish warpipes, but I've seen something that looks like an uilleann pipe, but driven by a bellows without breath, used by Ram Dass to aid his chanting and a quick google search on "indian bagpipe" says that there is a local variety that predates the British conquest. It is called a mashak or titti. Interestingly enough, it is also a water transportation device, according to one website: fill it with water and you can use it to cross a river by jetting the water out...
