Of course he can, since it was what he said that
they willfully distorted.

It wasn't what he said, it was what the Republicans
dishonestly claimed he meant.

Obviously, he sincerely regrets that anybody
was offended by what he had said as it was
deliberately misinterpreted by the Republicans.

The only thing Kerry has to apologize for
personally is that he mangled what he was
supposed to say, a very minor sin.  Or one
could say he should apologize to Bush for
the nasty crack about him, and I suppose
he might do so if Bush apologized for
claiming Kerry had insulted the troops when
Bush well knew he hadn't.
