After hanging around yogis who were cognizing new tantras of various levels--from outer, more ritual tantras, up to and including various non-dual tantras, I have no doubt these mantras, mandalas and mudras in various tantras come from a form of samadhic cognition (not that I think the word cognition is a good one). It's just that these methods and techniques are very rare and until recently were not even known in the west. Simply put, there is a level of consciousness where mandalas begin to arise--not because we visualize them and they take on a reality of their own--but because once we realize our non-dual nature, it's already there and does not require any effort by the mind (like visualization) to "manifest". It's this level of consciousness that the Vedas and the Tantras emerge from.
