I think he just gave a great explanation of why India's been such a mess for so long--recycling used ideas that obviously don't work, while refusing to look at anything that might work better and might actually be in tune with nature. It's all part of the mindset which has promoted ideas like the caste system and mass starvation--they obviously don't work either, but a few still cling stubbornly to the idea that someday everyone else will see the light.
