The "circumstances and rules" you seem to feel are counterproductive because the "enemy" isn't handicapped by them just happen to be what we're supposedly fighting to defend, the things that make us the good guys in the first place. It isn't public opinion that's more important than winning. It's living up to our own ideals. If we dump them in the interests of winning, we'll have lost far more than a war. We didn't in previous wars.
