Actually the point was in what you carefully
snipped so you wouldn't have to admit your error.

I was responding to this from your post:

You (or your friend), as I said, must have meant
to write "your bill-to-address," since it's no
problem in most cases to have different billing
and shipping addresses.

I wasn't defending the new law, just pointing out
that the above was an error.  The comment about
MBE addresses was merely an afterthought.
