Bush believed that the real threat was government-sponsored terrorism. Al Qaeda's only governmental ties of significance were with the Saudis, our allies. Bush couldn't see how a network of independents could be a threat because Condi couldn't. Condi couldn't because she was a Cold Warrior. She did her PhD work on Soviet issues.
