Matthew, Verity is capable of indexing pdfs and has been for as long as I remember. Livedocs only show up to CF5 docs, but I'm reasonably certain that I was indexing pdfs with CF4 - CF3 is a hazy distant past.

You are correct that Verity is a cut down version, but its only really the number of records/documents and the number of collections that is the restriction.
