Windows xp pro should do it locally. As for doing your own hosting, you can rent a server anywhere in the world from behind your computer, that's what i meant, i am also not going to travel up and down to a server location.
For IIS you really need the Microsoft support site, as it's windows where you trying to get IIS working on, so both Microsoft products. If IIS works then the setup of Coldfusion is easy and should work at once. Further i am curious if you get everything working with a shared hosting, for instance when you have a host that restricts the time you have to run a request, you could run into a problem.
