The menus are doing some funky stuff to determine if there is an object associated with it and there for a link, otherwise it is a placeholder for a pop out menu. And on top of that if it is a draft page it has to check if a person has permission to edit it before displaying it.
The popout menus are something we are in discussions with the client about and will be addressed in a later phase of the system lifecycle.
