I had the same problem, on CF7. The way I fixed it was
to delete the installation and/or create a new one.
The key was to have all mappings (even apache) setup
properly before install. Also, you may find it is key
to restart both apache and the Macromedia Cfusion
service, even if all you are changing is apache
mappings.
