Many moons ago there were discussions of a package format, and I think
an xml format for the package descriptor was suggested also. It might
be worth consulting the archives and pulling these suggestions from the
grave. If anybody is looking at developing something I'd be interested
in lending a hand.
As a side note, the FAQ module was never added to the exchange, though
it was emailed to the relevant persons... anybody know what happened to
it?
