Well, I doubt if it is ever possible.
Although many (particularly older) VGAs have identical characters
in their ROMs (there are some minor inconsistencies, like the digit
zero -- slashed or with a dot inside), there are also a lot of VGAs
from different vendors that have much different typefaces in their
ROMs (e.g., ATI SVGAs, Chips & Technologies LCD controllers, and
probably many others -- I just mention those I work(ed) with).

On the other hand, the BIOS character recognition code should take
into account the actual character definitions, not the ROMmed ones
(there is a BIOS pointer for this purpose). But I admit, I never
verified how the real BIOSes behave in that point.

BTW, "official" .CPI files differ slightly between MS-DOS and DR-DOS
even for ASCII characters 32..127.
