I contacted the LS today as I was thinking the same thing. There is
two '5 year' limitations that effect us.

1. Once you have pass your first 3 FE1s, you have 5 years from the
31st December of that year to get all 8 FE1s.

2. Once you have passed all 8 FE1s, you have 5 years to start PPC1.

At least that gives a little leeway in the current climate.
