The 2009 act was signed into law in July, No date has been set for the
enactment of the act. It may be brought into force in stages.
There were some changes to the act as it passed through the Dail. S.
53 (a) allows the minister to alter the act by regulation and consent
of Orieachtas within 5 years if a provision does not work out. Also
the position of over-riding intersts of purchasers has changed. Mee
was critical of that provision.
Also any text books such as deLondras refer to sections of the draft
bill, not the act.
Maybe there is room to be critical of provisions eg. the lack of
reform of Judgement Mortgages in the Act.
