There is no 6 month grace period. I can't emphasise this enough. Unless you can show me this somewhere stated in the fe1 exam rules, don't rely on it.
Sure Lisbon is on the exam, and the examiner said it would be if it was in force by the 1st Jan - i.e. the EU examiner doesn't rely on a "6 month rule" and if it was an fe1 rule, then he wouldn't be allowed do this. I've heard people give advise on the basis of this rule, and I have to say it is absolute rubbish, pure and simple! We're teaching property on the basis of the new act and EU on the basis of Lisbon.
