The short answer is that FEDORA_HOME needs to be writable, in your case by
the tomcat55 user.
A simple option would be to change the owner of FEDORA_HOME and its
sub-directories to 'tomcat55'. In which case the permissions would look
like:
drwxr-xr-x 6 tomcat55 [tomcat55-group] 4096 2009-08-26 15:08 /opt/fedora3/

Likewise, you could make the directories writable to a group of which
tomcat55 is a member (see: `groups tomcat55`). In which case the permissions
would look like:
drwxrwxr-x 6 root [tomcat55-group] 4096 2009-08-26 15:08 /opt/fedora3/
