It is for managed content (OWNERID="M"). I want Fedora to take over the 
files, once Alfresco has done some work on them.

I could try ingesting the files as in-line base64, but for large video 
files, this would be impractical.

An external service which could proxy the requests from Fedora to Alfresco 
for restricted files might be best for my needs. It does mean storing 
duplicate credentials. But then any solution is likely to involve some 
kind of relaxing of security, unless both Fedora and (in my case) Alfresco 
can use a third party sign-on service.
