Interesting discussion... I too expected the CModels to be broken 
without that RELS-EXT relation.  Below are my votes:

-1 (I think this should be explicit in the RELS-EXT, to prevent 
confusion down the road on whether the relation exists or not)

+1 (although I can't imagine a case right now where you might have two 
almost-identical objects, where one is a content model and the other 
isn't by lack of the RELS-EXT relation, it makes sense to me to continue 
to treat the content model objects as "special", and subject to rigorous 
validations if you want to use them for content-model object behaviors, 
like binding disseminators to them).
