We are integrating our existing collection management system MAVIS with 
Fedora.  The existing system uses Oracle RBMS but our databases are not 
UTF-8.  The installation documentation indicates that this is a 
requirement. We have gone ahead with the installation using the non-UTF8 
database as a test, and it all seems fine.   We anticipate a mix of 
Managed Content and External Content.

Is the requirement for a UTF-8 database absolutely neccessary?  Would 
someone be able to explain why this is?  We would rather not install 
another Oracle instance if we can avoid it.
