I found that dhcp-devel needs to be in the build root. So now the question is, do one of the other -devel packages need to bring in dhcp-devel to satisfy their include statements? Just BuildReq'ing dhcp-devel may not be the answer here. Since the error comes from /usr/include/dhcp4client/isc-dhcp/minires/res_update.h, one would wager that dhcp4client-devel (and probably dhcp6client-devel) should have a Requires dhcp-devel.
