Yes, as long as the PMC is "on top" of the situation, knows it exists and have 
a plan for dealing with it, I can't see the Board would object.

I have a question;
Is the Board voting for TLP before or after the Incubator PMC votes for 
graduation?

Reason for confusion;
  The STATUS[1] page (which should be updated with the latest info on IP) says 
that "If graduating to a new PMC, has the board voted to accept it?".
OTOH, it sounds strange that the Board would approve TLP prior to the 
Incubator is satisfied with exit criteria such as "healthy community".
