Why not have fencing on concrete? I would think that would prevent anything from digging under the fence. I can see putting it below ground level so nothing digs under. You also need to put a row of shingles over the wire. When the racons, etc start digging, they run into the shingles and stop digging.
I planned on using 1/4" hardware cloth. That is what I use to keep possums and rcoons out of my "vegie" pots.
