Jamie, maybe you could try to interest an area newspaper in an article about 
feleuk - and tell them your sister's story.  Even if they don't name names, 
perhaps the neighbors and relatives who got the kitties might see it.   Even 
if only one takes notice and checks the cat out, it would be worth it and 
would educate others.
