Of course it's wrong, thank you for trying to help. Why don't you call animal control in your area and ask what the laws are regarding this? The way that they have him tied is slightly more "humane" than a straight chain, but he should have shelter. You can always ask an officer to go out and assess the situation. Does the dog have food and water available? Does he look malnourished? It could be that he's tied during the day while his people are at work, and then brought in when they get home. I would never leave my dog tied up all day, unfortunately some people are ignorant of the misery they cause. Some of these same people will tell you, "I love my dog!"
