Call your county humane society or animal control. Most places have ordinances requiring shelter.

This is way off topic, but I know that many of you own dogs and can offer some advice. I don't own a dog and never have so don't have any experience.When I go to work in the morning at 8:15am I can see a dog outside and it is still outside when I leave work at 4:00pm.
