Several things,  one sometimes when a female cat is spayed she can still go into heat..the reasons would be that the vet who did the spay left a little of her uterous or ovarian tissues in her...IE...didnt cut her high enough up....it is rare but possible....this would cause the body to still think she has a uterous and needs to get pregnant...ALSO a plain old hormonal imbalance could be the cause..not having anything to do with her "spay"  But considereing that the rescue group was both or either misinformed , liars, or just incompetent who knows...but if the original owner turned her over to a rescue I doubt legaly you can make them pay anything..pherhps they will out of the goodness of thier hearts..even if not mabey you could find out her true story as to why they gave her up...it could perhaps be for the very reasons you are going through right now...  Most recue groups have a "president" or founder..mabey find out who that is and explain EVERYTHING to them  they should help..also you shuold have a copy of the adoption contract..if so it should gaurentee in there that she is FeLV-, spayed whatever....that would be legal grounds for you to force them to pay for everything...
