Maybe you just expressed yourself badly, but you are aware that you can
not generally restrict reverse engineering for anything that just _uses_
libavcodec?
Excerpt from the LGPL:
> you may also combine or link [...] with the Library  [...] provided that
> the terms permit modification of the work for the customer's own use and
> reverse engineering for debugging such modifications.

This means that no part that currently falls under your Chroma license
may link against libavcodec.
Please consider this just a clarification and I apologize if you already
knew this and I just misunderstood your response.
