yes,
and what i am suggesting is to make a version of the FHS that is linux
only, eg a LFH (linux filesystem hierarchy) as something that can live
in the manpages package on kernel.org

this would also support making it more visible that the FHS is not linux
specific.

well, the hard part is coming up with something that fills the
current hier manpage if it is not to just be a copy of the FHS
