That wheel looks almost like mine.  All parts look present and accounted
for.  The bearings that support the spindle shaft might need replacing. 
That's a piece of cake.  Cut 2 strips of leather about 1/4 inches wide
and about 4 inches long.  Or you can braid some corn husks.   The nails
that hold the rim on need to be flush with the rim or the band may bump
over the nails. The nails would be to basically hold the rim aligned
rather than hold it from flying off. So a dowel could be trimmed to meet
the same function. Now there are a couple of "nails" that hold the two
overlapped ends of the rim together that are pretty critical.  But glue
or even tape could do that.
