How bright do you want the turquoise to be? How saturated is the brown
color? If the brown is quite dark, you may be able to dye the skein as
a whole in turquoise--try a small bit of yarn first, of course, to make
sure you don't mind what happens to the brown :) Wool has a limited
number of spots that can accept the molecules of dye. If those spots in
the brown areas are nearly all full already, the turquoise will not
affect the color much at all.

If, OTOH, your brown is light, I would recommend overdyeing the skein in
a new color that works both with the other skeins you have and the
brown. Navy, perhaps?

And do let the supplier of your roving know that the turquoise isn't
fast! They should want to know a product is defective.

Good luck!
