Some ideas for small amounts of wool:
Needle felt figures for on top of gift boxes, or animals for a child's
"farm".
spin it up and knit -
the tops of crazy socks
scarves knit sideways with each row a different yarn
accent colors in another knit or woven project
duplicate stitch designs on the backs of mittens, socks, hats,
what-have-you's
Spin it tapestry weight and cross stitch or needle point with it.
Use the spun yarn for tying gift packages instead of ribbon.
Ply it with something softer or blend it with a softer fiber.
Will it wet felt? If so, felt -
cat toys over the little balls with a bell in the middle.
Balls that you cut in half for storage of needles when not in use.
Felt balls that you can turn into sheep with dowel pieces for legs and a
flat felt face.
That's just off the top of my head for projects done with little bits of
wool.
