. For one thing, this wool needs LOTS of twist to hold together--the usual problem of commercial top, the crimp seems to be processed right out of it--but the wool isn't all that soft, and I always hesitate adding a lot of twist to wool that isn't very soft.
Try steaming the rovings. This should restore the crimp.
