Your friend has stumbled onto an old Louet "hatbox" traveling wheel. They
haven't been made in years and are quite valuable in working condition. The
flyer is turned from the friction of a rubber coating on the bobbin pressing
against the drive wheel - similar to the new Hitchhiker wheels from Merlin
Tree (see latest Spin-off).
Surely more will reply today - you'll want to show it to someone who knows
the model to have it checked over and possibly restored if anything is
missing, worn or broken.
