I pick the leaves any time I can find it and usually pick top leaves
and leave the bottom leaves. It is usually a biannual and will bloom
the second year. I have a lovely stand going in my dye garden this
year. It's the first year for them and will probably harvest some
leaves a little later in the summer. It doesn't seem to matter when
I pick the leaves, I still get the lovely green that I want.

Pick the bottom leaves in the spring before it blossoms! If you
can pick
the bottom leaves in the first year growth only for a neon green.
