Good question. Your preferences obviously have to be in the Finale folder 
(or is it in your preferences folder? I've only read about this, so 
forgive me if I got it wrong), but the data stored there is specific to 
you, not a program component. Also, your templates and any plugins you 
might have acquired on your own would also sort of count as user data.

Basically, I treat as data anything created by the program that is a file 
I have explicitly created. That is, it didn't exist until I created it.

For backups, though, I tend to also backup my program files, but only the 
files that have changed since the last full backup. This means that only 
the files holding application settings, preferences, etc., get backed up 
from the program folders.

YMMV, naturally, and it will depend on the capabilities of your backup 
software.

I'm a lot less worried about the program settings than I am about the 
data files, but your carefully tweaked template files, though stored in 
the program folders, really do constituted user data, and would be very 
hard to recreate. On the other hand, they don't change often (just like 
the data in the program folders), so the occasional program folder backup 
might suffice.
