I believe this is only a problem when a partial measure is selected. Of course sometimes what looks like a totally selected measure in Finale is really only partially selected. Dbl. clicking a partilly selected measure fills out the selection of that bar. A second dbl. click selects the entire range of that measure in the score (or the active staff set). A further dbl. click selects the entire score (or entire active staff set).
