The only way (AFAIK) to create a visual time sig with the shape designer 
and insert it as a measure expression. If you use Maestro 24 as the 
normal time sig, you have to use Maestro 10 or Maestro 12 for the 
fractional digits. It's easiest if you make the whole shape perfectly 
verticaly aligned so you can set the vertical position of the measure 
expression to 0.

There are 2 different approaches to replacing the existing time sig with 
the text expression:
Approach #1: Hide the time signature for the measure, space the 
measure, and after that insert extra space at the beginning of the 
measure/beat chart (using TGTools). Insert the measure expression in 
the space. Make sure the measure isn't respaced afterwards.
Approach #2: If you for example don't use the cut time symbol, you can 
change that symbol into an invisible symbol that takes as much space as 
you need for the graphic time sig (you might need to create a special font 
for this purpose). In the time sig dialog, choose cut time for display only, 
and you'll have an empty space where you can place the measure 
expression.
