Well, my thinking is that if you need to have a nota bene anyway, you may
as well write the measure in a traditional meter and have the nota bene
explain that the tempo changes to 2/3 of the previous beat.

But others have explained here that the 2/3 / 4 notation is conventional in
certain circles, so that's good enough for me.  The most important thing is
that the musicians understand it.

Glad I could help.  I was worried that the larger numbers would make it
ambiguous.  That is, that the slash in "2/3" would look it means alternate,
rather than a fraction.
