It seems to me that Coda's policy has been to do a major rewrite of one 
subsection of the program in each upgrade. The text-handling was 
rewritten with WinFin97 and graphics handling added. In later releases, 
slurs were revised in a big way, in another, the page layout facilities 
were revised. Seems to me that part creation could be handled as one 
subsystem upgrade, though it would require some pretty extensive changes 
to the file format, I'd think.

I still believe the best way to do it would be to store the parts as 
delta from the score within the main score file, while allowing the 
option of saving out the part into its own independent file.
