Try this: Open a document, change to page view (or scroll view, if you
started in page view) now click the close box. In my Fin2k2b I get prompted
to save. Cancelling out to check the undo list won't work, because undo is
still grayed out (there is nothing in the undo buffer).

I can tell you a dozen actions that do not change anything in the file and
still will give you a save prompt. You don't even have to try to close the
document, as the icon in the title bar of the window will dim as soon as
Finale has decided it will ask you to save the next time you quit or close.
(This is Mac)

Here are some examples:
-print
-change to the layout tool and back to any other tool
-open a speedy entry box and close it again without doing anything (still no
undo)
-in the articulation tool click a note and cancel

Any of these will lead to a save prompt as soon as you close or quit. None
of these creates an undo entry.
