No, it saves the tool in the preferences, and only if you have "Save
Preferences on Quit" switched on will it remember the tool next time you
launch Finale (but independent of the document you open).
I have it switched off, and whenever I launch Finale it is in the MassMover
tool.
Besides, not every tool change triggers the save prompt, only _leaving_ the
layout tool.
