I would add a couple more words -- I would suggest "2/3 play upper 
notes, 1/3 play lower notes" for the 1st violin part and the reverse for 
the 2nd violin part.  This would remove all doubt.  For further 
clarification, you could add an explanatory note as a subtitle at the 
top of the part "For the divisi at H, 2/3 play upper notes, 1/3 play 
lower notes." Of course, reverse the fractions for the similar note in 
the second violins.
