This is because Finale assumes what Tobias and I said -- that the underlying quarter note remains the same in terms of beats per minute. If you want the 2/2 to be twice as fast, you need to tell Finale that with a tempo marking.

If you really need two bars of 2, I think this would be easier to read if you made your 2/2 bars 2/4 bars and halved your note values.
