I would "assume" the sameNot at all. If you have indicated that the tempo should be (for example) quarter note equals 120, then you will get 120 quarter notes per minute. Period. No matter what the tempo marking is (even 6/8... weird, but consistent).
I agree with all you say regarding tempo markings. My real problem is that I have input two measure in 4/4, two in 2/2, and 2 in 4/4 again, and when Finale plays it back, all quarter notes take the same duration. I am expecting the quarter notes in the measures of 2/2 to whip by twice as fast.
In fact, I just created a document with 7 measures. All different meters, one each of:
4/4 2/2 4/4 12/8 4/4 12/8 4/4
Every measure had a full complement of quarter notes, except for the second 12/8 measure, in which I put four dotted quarter notes. I gave it a score expression, with playback set to quarter equals 120 and played it back. It chugged along on evenly spaced quarters until the second 12/8 when it continued to count the quarter note and gave me a really interesting off-beat (but clearly quarter still equals 120) playback.
So, for Finale at least, the important thing is the beats per minute of the designated note value, and the time signature does not affect that.
