On the note expression (make *sure* it's note-attached and not measure-attached), right-click the handle (or control-click on a Mac) and choose "Edit Note Expression Assignment." In here is a drop-down you can use to select the layer that can be affected, and also when to apply the MIDI signal change: with the attached note, or at the position in the measure at which the expression has been placed.
