Yes, okay, now I see it. I keep forgetting that just because the cursor turns into a note doesn't mean it's note attached. Bad, bad GUI. Finally it works. I had to erase existing Midi controller data for the channels, assign the expression to a note, and assign it to 'position in measure'. Then I could move the positions around independently by creating pan value expressions. A tad clumsy, but workable if you really need such a thing inside Finale. But it looks like Richard's issue is solved anyway.
