I have found it very easy to set panning using expressions -- I create non-printing expressions and set playback for Pan and the appropriate value. That way I can see exactly where I have placed the expressions and can change them very easily.

I find this much easier than using the midi tool, and in the grand finale scheme of things, I think expressions override midi-tool assignments.

Someone else has suggested that perhaps you have an expression already assigned to controller 10, so check if you have simply duplicated and edited something, perhaps it already had pan set.

Also, be sure you are entering the controller, either via expression or via the midi tool, on the proper layer data. You may be entering it in a layer at an empty spot for that layer, so the data may not be actually be sent as you think it should.

staff 1/layer 1 = MIDI channel 1
staff 1/layer 2 = MIDI channel 2
staff 2/layer 1 = MIDI channel 3
staff 2/layer 2 = MIDI channel 4
